Applications are invited from eligible candidates for the following posts purely on part time/hourly basis for operation and maintenance of Water Supply imgation Schemes under Jal Shakti Division, Solan which are allocated by y the Engineer-in- Chief, Jal Shakti Vibhag Shimla letter No. JSV-ES-II-DW-Manpower Vol-V/2023-6068-6073 dated 15.01.2024. The application S form neatly typed handwritten in English Hindi along with self-attested copies of relevant supporting documents should reach in the office of the Executive Engineer, Jal Shakti Division, Solan on or before 03.02.2024upto4:00PM. The applications received after last date or found incomplete will be rejected. Initial merit based on the experience and qualification of candidate shall be drawn as per criteria notified and top most eligible candidates (at least 3 times to vacancies) will be called for skill physical test. Separate call letters will be issued to the candidates for the same. The applicants should mention their phone No. (if any) in the application form. No TA/DA will be payable to the applicants for appearing in skill and physical test.

Educational Qualifications :

Para Pump Operator	The candidate should have a minimum qualification of The minimum matriculation (10th) with certificate in trade of electrician/ age shall be 18 wireman/diesel mechanic/pump mechanic/motor mechanic years and pump operator cum mechanic from a recognized ITI OR maximum 45 Matriculation (10th) with certificate in above cited trades under years as on Skill Development Scheme of the Govemment
Para Fitter	The candidate should have a minimum qualification of matriculation (10th) with ITI certificate in trade of Fitter from a recognized ITI Institute OR Matriculation (10th) with certificate in above cited trade under Skill Development scheme of the Government
Multipurpose Workers	The candidate should have a minimum qualification of Middie (8th) pass and its equivalent from school duly recognized by the State Government

Salary :

Para Pump Operator	Rs.6000/- per Month
Para Fitter	Rs.6000/- per Month
Multipurpose Workers	Rs.4400/- per Month

Experience:

Experience of the related field of IPH HPPWD/CPWD PSUs or outsourcing agency providing service in HP Jal Shakti Vibhag in related field for Pump Operators is operation and maintenance of pumping machinery allied electrical installations of Rural Water Supply Schemes/Irrigation schemes.

Related field for Fitter is maintaining the in-village piped water supply infrastructure or distribution system of Rural Water Supply/Irrigation schemes.

Skill Test :

Para Pump Operator :

Minor repair of pumps, basic knowledge of locating faults or damage, replacement of defective parts and sets them in position
Knowledge of test pressures, leakages etc. to make necessary adjustment and observation of performance for appropriate yield of water
Knowledge of pumps installation at site and connect to motor basis alignment of pumps to motor and tocis ie spanner & keys etc.
Ability to locate faults in electric system and motor.
Ability to dismantle or partly dismantle and remove damaged or worn out part and its replacement, greasing & oiling of moving parts
The knowledge of pump lubrication and cooling system.
The ability to operate regulating valves and control mechanism of pumping system.

Para Fitter :

Ability to repair water supply pipe lines, arrest its leakage, adding new connections or abandoning defunct connections.
The basic knowledge of pipe fitting, its sizes, operation and maintenance.
Ability to out treads of pipes using ratchet and die sets, fittings of specials on pipes using basic tools.
Knowledge of basic operation involved in managing in village water supply infrastructures and pipe distribution layout and techniques of flow regulation to ensure equitable distribution of water in hilly terrain.
Knowledge of tools used for pipe fitting and its operating skills.
Behavioral skills in handling grievances/complaints and conflict resolution.

Physical Test:-

He should be capable to carry tools and pipes in hilly areas.
He should have not any physical disabilities and color blindness

Terms & Conditions of Service :

(1) The selected incumbent will be paid honorarium @ of Rupees 6000/-P.M. for Para Fitter/Para P.O. and Rupees 4400/-P.M. for Multipurpose workers.

(2) The working hours for the incumbent shall be 6 hours per day.

(3) A quarterly self reporting format (to be devised by the Jal Shakti Department) would be filled by the Para Fitter/Para P.O. & submitted to the Junior Engineer concerned.

Based on this at the end of every financial year, a consolidated report would be placed (on a format to be devised by the Jal Shakti Vibhag) for the community certification of satisfactory work and conduct. This certificate shall be electronically sent to the concerned Superintending Engineer for the record.

(4) Unsatisfactory performance may result in termination of appointment by passing an order. The process of termination shall however not be completed unless at least 3 notices have been served upon the incumbent on a specific charge and if there has been no improvement in service delivery. The concerned Junior Engineer would have to substantially put down in written the reasons for such termination and this would need to be countersigned by concerned Assistant Engineer based on record/technical reasons.

(5) Candidate applying for Multipurpose workers shall compulsory attached detailed marks sheet of middle standard and in the event of non issuing of the same by the concerned Education Board, the detailed marks certificate from the Principal of the school needs to be attached. Evaluation criteria and short listing (if necessary) is based upon marks obtained in the Middle standard and not of any other standard even if higher qualification is obtained.

(6) The selected candidates should be deputed/engaged on the schemes which are already outsourced to the firms/ contractors and any request for their transfer from the scheme will not be accepted at later stage.
